Cerinate Prime is an organosilane ceramic primer, which creates the chemical bond between the LUMINEERS and the Ultra-Bond.

Can either of these steps be eliminated?

No! Both the Porcelain Conditioner and Cerinate Prime are essential steps in the LUMINEERS placement procedure. Eliminating either of the steps would result in bond failure.
